Service Delivery State Manager
Pay: $115,121.76 + Super + NFP Salary Packaging
Location: South Brisbane, with travel (Hybrid)
Employment Type: Full time - Permanent (38 hours per week)
Tradewind Australia is recruiting a values-led, confident senior operational leader for a statewide housing leadership opportunity. This is a high-impact role where you'll shape statewide service models, uplift practice standards, and drive measurable improvements in tenancy outcomes and housing stability across Queensland.
About the Role
As the Service Delivery State Manager, you will provide statewide leadership across frontline housing services, working alongside multidisciplinary teams to set clear practice standards, lift performance, and embed consistent, safe, professional tenancy practice across a growing and geographically dispersed service footprint.
Reporting to the Executive Officer, you will work closely with Housing leaders and cross-functional partners to strengthen accountability, improve decision quality and early risk management, and deliver consistent, high-quality customer outcomes across the state.

Key Responsibilities
- Provide statewide operational leadership across frontline housing services
- Lead implementation of a clear statewide housing service model
- Embed safe, professional tenancy practice and strengthen decision quality
- Uplift frontline capability through coaching, workforce development and performance support
- Drive service delivery improvements with clear measures of success
- Strengthen early risk identification and management across complex tenancies
- Build strong relationships with external partners, support services and community organisations
- Use data and reporting to inform decision-making and drive measurable improvements in outcomes and customer experience
What You'll Bring
Essential
* Demonstrated leadership experience in community housing, tenancy operations or related service delivery environments
* Strong understanding of professional tenancy practice, safe decision-making, customer engagement and early intervention approaches
* Proven experience leading teams, driving performance improvement and building workforce capability
* Ability to design and implement service delivery improvements with clear measures of success
* Strong capability in risk identification, complex tenancy management and managing difficult customer situations
* Excellent communication, conflict-management and problem-solving skills
* Experience working with external partners, support services and community organisations
* High-level analytical and reporting skills, including data interpretation and operational decision-making
Desirable
- Experience leading multi-site or statewide operations
- Qualifications in housing, social services, leadership or public-sector management
